Settings
Settings, near the bottom of the navigation, holds how the current org works, and in the platform org also how the whole install works. What you see depends on your roles: everyone in an org can read most panels, org admins change the org's, and only platform admins see the install's.
A Product's own settings are on the Product's page, behind the cog beside its name; see Products.
